Job Description
Position: Operations Research and Sustainment Analyst, Mid to Senior Level – FAA: BNATCS
Function: Operations Research
Location: Hybrid/Remote Site – Washington, DC (see travel requirements on the bottom)
Job SummaryThis position provides advanced operations research and sustainment analysis support to the Federal Aviation Administration (FAA) in alignment with the Big New Air Traffic Control System (BNATCS) modernization effort. The analyst will apply quantitative, statistical, and data-driven methods to evaluate system readiness, reliability, maintenance strategies, and long-term sustainment planning for NAS systems and infrastructure. The role supports data-informed decision-making across system design, deployment, and sustainment phases to enhance operational availability and cost-effectiveness.
Years of Relevant ExperienceThe position requires 10+ equivalent years of experience in operations research, sustainment analysis, performance analytics, or lifecycle logistics. Experience with aviation, defense, or transportation systems is desired. Direct FAA experience is a plus.
Essential Job FunctionsThe following duties are normal for this position. The omission of specific statements of duties does not exclude them from this position if the work is similar, related, and/or a logical assignment for this position. Other duties may be required and assigned.
• Apply operations research and statistical analysis to evaluate sustainment performance, readiness metrics, and lifecycle support strategies for BNATCS systems.
• Conduct data-driven sustainment analyses to identify performance trends, emerging risks, and opportunities to improve system reliability and maintainability.
• Develop and maintain analytical models and simulations that assess the impact of maintenance policies, logistics approaches, and modernization strategies on system availability.
• Perform reliability, maintainability, and availability (RMA) analyses to inform sustainment planning and performance optimization.
• Evaluate spare parts provisioning, maintenance intervals, and failure trends to optimize supportability and resource allocation.
• Integrate predictive analytics and machine learning models to forecast system health and maintenance needs.
• Assess total system sustainment performance across lifecycle phases, including deployment, operational use, and end-of-life planning.
• Develop dashboards, visualizations, and reporting tools that communicate sustainment performance metrics and operational trends to FAA leadership.
• Collaborate with engineering, logistics, and program management teams to translate analytical insights into actionable sustainment strategies.
• Support FAA policy and process improvement for sustainment modeling, data governance, and operational analytics frameworks.
• Prepare and present analytical findings in concise technical reports, executive briefings, and visual data products.
Bachelor’s degree required, preferably in Operations Research, Mathematics, Industrial Engineering, Systems Engineering, Data Science, or a related field.
The individual must have at least 24 semester hours in any combination of the following fields: quantitative methods, engineering, statistics, economics, logistics, or organizational management.
A Master’s degree in Operations Research, Systems Engineering, or Analytics is a plus.
• Demonstrated experience conducting sustainment and operational performance analyses for large-scale systems.
• Proficiency in quantitative methods, predictive modeling, simulation, and statistical analysis.
• Experience with analytical tools such as Python, R, MATLAB, or similar.
• Familiarity with reliability and maintainability modeling techniques and metrics (e.g., MTBF, MTTR, Ao, AoR).
• Experience integrating logistics, maintenance, and operational data to evaluate sustainment performance.
• Knowledge of sustainment and supportability principles (e.g., LORA, FMECA, RCM, LCC).
• Experience developing dashboards and visualizations in Tableau or Power BI.
• Strong communication skills with the ability to present complex data insights clearly to technical and executive audiences.
• Experience with FAA or DoD lifecycle management, operations research, or sustainment frameworks preferred.
• Proficiency in SQL, database management, and Microsoft Office applications.
Must be a U.S. citizen or a legal resident for three of the past five years. Must meet eligibility requirements for a U.S. Public Trust security clearance.
